Transformation of innovative management model in high structural and technological heterogeneity of economy

Dynamic development of enterprises and corporations in the modern world demands forming innovative management model and applying progressive technologies of management. But implementing these technologies of management into Russian business practice faces significant difficulties. In this article, the process of transformation of innovative management model in high structural and technological heterogeneity of economy, which is characteristic for Russia, is analyzed.
The conclusion is made about the necessity to adapt the technologies of management in technologically heterogeneous economy, to retain their main points and purpose, as well as to change specific procedures and algorithms of practical activities. Taking benchmarking as an example, premises and basic trends of adjusting the technologies of management to enterprises, which work in high structural and technological heterogeneity of economy, are regarded.

The article shows necessity to manage energy resources saving at a regional level. The authors describe a complex approach to regional economics power intensity decrease supplemented by energy losses classification and propose a general scheme of a realization of a strategic approach to energy saving. Moreover, they determine the major ways to improve process composing and applying of regional fuel and energy balances as energy saving strategy components. Finally, the multi-level regional energy saving strategies system is presented.

In the article the authors examine different alternatives of development of enterprises, and interconnection between them. They focus their attention on the investments into the innovation technologies, taking into account the so-called European countries paradox, which main point lies in the considerable lack of adoption of new technology, omission of factor of engineering knowledge adapted to the market demands. The authors suggest various ways of stimulation of innovation, scientific and technical activity of enterprises adjusted for adoption of scientific achievements.

Formation of system of the horizontal control in the process-focused organisations

An essential obstacle for creation of system of process management is presence of a plenty of supervising functions. In a situation when it is necessary to trace constantly course of processes in the company and simultaneously to not suppose excessive intervention in them, use of the new approach to function of the control over the organization is required. In given clause are described the basic problems of formation of the monitoring system at transition of the company to process management on the basis of which the model of the process control is generated including elements of the horizontal control, internal motivation and self-coordination of the personnel.

Principles of Executive Compensation and Performance Evaluation in Publicly-Traded Companies

The article discusses the main principles and methods of the executive performance evaluation in different Western and Russian companies. Main functions of the special compensation committee of the board of directors and the assessment criteria process are presented. Estimation of value added tax reduction effect on enterprise economic activity

In the paper the problem of uneven tax burden for branch taxpayers is considered. Obvious alignment charts for definition tax net-load at various tax rates are shown. Turnover tax drawbacks are considered. The author gives methods to neutralize a turnover tax negative effect on economy. In Maslov’s opinion for a fair taxation the best effect will be achieved at the application of a single turnover tax substituting four main taxes. At the same time the original procedure of a single turnover taxation giving no preferences to fund capacious or labour-intensive branches permitting tax gerrymander reduction is offered.

Organization of Decision-Oriented Management Information System of Procurement in the Public Sector

The Government of the Russian Federation needs to modern decision-oriented management information system of procurement. Under contemporary market development of public purchasing (procurement) and of informational processes of economics objective needs to adapt state auditing and financial reporting to new functional aims.
Procurement is aimed to protect the interest of purchaser, to minimize the budget expenditure and maximize it’s efficiency. It is natural that we are meeting there cash flow. Harmonization of procurement with organizational, methodological and methodic sides of auditing and financial reporting is to be achieved.
The author searched scientific frames where a development of auditing and financial reporting in public procurement must be produced. An organizational scheme of the public tender procedure is proposed which point out the critical mile stones to present financial and other information, that carries key financial importance. Auditing under undeveloped financial reporting of bidders is impossible.

The State Tourism Regulation in Russia and in Foreign Countries

In the article traditional theories, principles and methods of the state tourism regulation are examined. A methodological analysis of the basis models’ characteristics of Macroeconomics tourism regulation organization such as self regulation, partnership and administration is performed here. Each model may be recognized as a relative efficient one and its effectiveness in a particular country is determined by economical expediency and timely inculcation. There are good reasons for the expediency of realization of the state tourism regulation in Russia. And the main directions of qualitative changes of the basis characteristics in modern economical conditions are defined.

The main advantage of this approach over the existing evaluating techniques is the possibility to research the complimentarity of the programs implemented in the region.

In Russian educational institutions the bureaucratic approach is favoured when hierarchical type of administrative structure dominates in management process. Recent years, we have been witnessed the tendency to toughen control on a teaching stuff by the administration. Educational institution administration de-facto has rights to block decisions of departments and faculties. With a liberal approach, the academic freedoms with associated conduct standards both with elements of representative organizational democracy have been given a development at a level of academic departments. Nevertheless, the transmission of rights, authority and responsibility in administrative vertical is being executed top-down, similar to other models.
Management efficacy in Russian state educational establishments is lower than in private ones regardless the applied model. Administrative paradigms in a sphere of a higher education do not possess any potential to bring educational institution management to a contemporary level.
