Annotation:
Technology advancements, shortening product and process technology life cycles, growing demand for specialized assets to achieve the competitive advantage stimulates cooperation between companies. There is a trend to form strategic alliances as with suppliers along the value chain, so with traditional competitors. When strategic alliances are formed, the main issue the intellectual property protection. New emerging network technologies assume joint development and application primordially.

Annotation:
Industrial symbiosis, as a special form of organization of mutually beneficial production links between companies, promotes the efficient use of natural raw materials and secondary material (and energy) resources and reduces the amount of waste sent to the landfill. Such symbiotic exchanges also lead to the diversion of waste from landfills and landfills, which reduces the negative impact on the environment, the economy and society. Despite the fact that the goals and principles of industrial symbiosis fit well into the basic legislative environmental initiatives, in particular, meet the requirements of sustainable development, the «green» economy, it has not yet been widely introduced into the practice of organizing production relations. One of the reasons for this is insufficient institutional support for the development of industrial-symbiotic interactions between companies. The present article is devoted to the analysis of legal support for this form of cooperation between industrial objects in the Russian Federation.

Annotation:
As it is known development and state of any enterprize economics are described by alarge number of characteristics, indices, in different aspects, directions, angles.Below there is a systemic approach to the description of enterprise asa complex economic object. This approach allows to use versatile characteristics in their dialectical unity to describe production and economic activity of an enterprise on the basis of the formalized theory of systems.
The basis of the approach is the classification of indices in to: natural, labour- intensive (machine-intensive) and monetary (cost). It is very important to consider their interconnection including the notion of dialecticallogics.

The digital factors of the smart cities development2

Annotation:
The article deals with topical issues of formation and development of «smart cities» in Russia. The international experience of smart-city creation has been studied, the elements of the «smart city» ecosystem have been revealed, and the digital factors for the development of smart cities have been proposed. The regulatory framework f or the implementation of the digital economy and the development of the information society in the Russian Federation has been analyzed, which has made it possible to define a complex of management mechanisms for the development of Russian «smart cities». In conclusion, conclusions are formulated.

Grant research program VEGA 1/0809/17 «Reinginiering of destination management organisations and their governance according to the principles of sustainable tourism development».

Annotation:
The article analyzes the tourism planning and policy in Slovakia. As a result of the study, the peculiarities of the tourism development in Slovakia were revealed, which can be projected onto most small European countries. Thus, the main driver for tourism development in small countries are the EU structural funds, which allocate investments for the development of tourism infrastructure in the EU member countries, which meet needed criteria. The organizational structure of Slovak tourism was analyzed, which is divided into national, regional and local levels, with the identification of the main stakeholders at each of the presented levels of development.

Palliative care organizations: russian practices in the context foreign experience

The article was prepared within the framework of an expert-analytical study «tasks of legislative regulation of palliative care in Russia» for the State Duma RF – № ГК17/177.

Annotation:
Given the limited funding of health care and social policy in the Russian Federation and the global trend in the growth of consumers of palliative care services identified by WHO, the problem of comparative organization of palliative care in the Russian Federation with world experience is relevant. The goal of the study is to identify limitations in the organization of palliative care in the Russian Federation in a comparative analysis with foreign standards and noma developed in the world public health practice. Methods of research: generalization of standards and norms of palliative care, developed world public health practice; the characteristic of organization of palliative care in the Russian Federation is carried out by comparison with the organizational components recommended by the EAPC; identification of challenges and recommendations for palliative care in expert assessments using semi-formalized interviews. Results. The components of palliative care organization are identified as: advance planning of care; accessibility of palliative care; continuity of palliative care; choice of the place of palliative care; representation of organizational forms of palliative care; staff of palliative care services; volunteers; mechanism for the release from work of persons caring for a seriously ill family member; quality control of palliative care. The dysfunctions revealed in the organization of palliative care provided the basis for developing recommendations for its improvement.

Cyclicity in the development of russian markets: analysis, evaluation, investment decision-making

Annotation:
The article deals with the issues of investment and making informed investment decisions for various Russian markets. The key factors that are decisive in the choice of the market are: the size of market profitability, the stage of development of the economic cycle and forecasting of political and economic events in the world space. The effect of these factors is tested on the example of the market of gold, oil, shares and online advertising and made reasonable conclusions and recommendations for investors to move from one market to another. Conclusions are made about the appropriateness of joining at the moment in the market the Internet-advertising, oil and stock. It is recommended to leave the gold market due to low profitability and the stage of recession.

Managing bank funding in the loan capital market

Annotation:
The syndicated loans market is an important funding source for banks. In this article we review the key structural characteristics of bank deals. The roles and functions of the parties to the deal are presented in detail. The optimal timeline of executing a deal is discussed, as well as the package of financial and analytical materials. The methodology of the article is based on determining the optimal loan raising business process. Based on the results of the article, banks can plan their funding activities in term of capital markets, deal participants and information requirements.

Research of professionalism of relatioship manager as a basis for decision-making on increasing the quality of process of sales of private banking services

Annotation:
The article presents the results of one of the aspects of monitoring research of the Russian market of private banking services: the quality of the process of selling services to high-income consumers especially study a professionalism of a relationship manager. In the study, field methods were applied: a covert “mystery shopper” observation of the selling process and an in-depth interview of actual consumers of private banking services. The peculiarity of this research was the use of qualitative methods for assessing the professionalism of a relationship manager by to high-income consumers: a covert “mystery shopper” observation of the selling process and an in-depth interview of actual consumers of private banking services Analysis of the research results allows, on the one hand, to adequately assess the real professionalism of a relationship manager, on the other hand, to compare the realities and the expectations of high-income consumer, and to make informed decisions about improving the quality of the personal sales process.

Annotation:
With a healthy economic development and a natural desire to dominate the market, the responsible entrepreneur inevitably increases the demand for the quality of goods or services purchased from intermediaries. That is, in the conditions of sustainable development of its own enterprise from shareholders, founders, in a word, the owner shows interest in awareness of the real, and № t feigned, qualification of the new counterparty, the requirements for the business qualities of the future business partner are growing. The article is a continuation of the discussion of the validity of introducing a new detective form of the audit appearance into the scientific circulation. It made a second attempt to find a place for the appearance of audit in financial control, and also proposed a new principle of external audit activity – the principle of conspiracy; clarified the concept of external financial control; There are four reasons for the unsatisfactory quality of audit reports.

The article was prepared in accordance with the state task of the Russian Academy of Sciences for the Institute of Economics of the UrB RAS for 2018 (the theme «Institutional Evolutionary Modeling of Transactions in the Knowledge Economy»).

Annotation:
The article deals with topical issues of human capital development in the digital economy. It is shown that the development of skills in conditions of digitalization should be associated with changes in the demand for labor resources. The paper identifies the main changes in the labor market, discusses the shared economy model, emphasizes the importance of developing appropriate skills in the digital environment, and the development of comprehensive measures to benefit from the use of modern digital technologies. A number of measures and directions for the formation of human capital under digitalization have been identified, among them the development of digital infrastructure and the Internet; the formation of appropriate skills; use of skills in economic activities.

Regional policy of human resources management in the Orel region

Annotation:
The article is devoted to the evaluation of public policies of human resources management in the region. On the basis of the analysis of the main indicators of formation and manpower development, social sphere and economy, gave a comprehensive assessment of the effectiveness of the implementation of the policy of human resource management in the Orel region. Revealed both positive trends and a number of problems, not finding solutions in the legal acts. Further proposed solutions to staffing problems in the region to strengthen the mechanism of state influence on the employment structure and the quality of the training.
